You should do the real test to get the curve bebause the curve are related to two factors, pH and temperature of the water.
Procedure is:
1. Add chlorine at different dose, 0-5 mg/L
2. Test free chlorine in water after certain time (CxT value). Hach DR 2500 or 4000 machine can do the test very easily.
3. Draw the curve for your field use.
