In sap, there is rebar define in the frame section. You could define the top and bottom rebars for beam type frame section and the longitude rebar for column type frame section. SAP will calculation the yield moment based on the defined rebar of the frame sections. The plastic hinge is defined with these yield moment according to FEMA 356.
