建立一个精华资料索引，主要有几个目的：
一、在长时间发贴后，一些精华贴已经下沉，后来的人不能看见；
二、在大家整理的同时，还可以提供一些自认为可以评精华和加分的帖子，然后由版主根据实情
给予奖励和加精，这样做的主要目的是调动大家的积极性，以形成一个版主和大家互动模式
，不放过一个好贴；
三、大家还可以在此贴检举一些恶意灌水贴和带有某种恶意行为的帖子，由版主根据实际情况给
予举报人奖励，发贴人的惩罚；
四、此贴绝不允许灌水和跟重复的帖子，如发现灌水者和跟重复的帖子，将扣分后在删除此贴，
望大家慎言之。
